Dell latitude E6510 beeping no screeen

Hello,

regarding a latitude E6510. when i press the power button :


1. The led of the power button lights blue

2. The fan is not spinning

3. It makes 4-4-1 beeps anf then the blue led  with the lock sign and number 9 on it is steady on

I made the test with D button during start up and display shows the colours

I tried with or without battery, i replaced CMOS battery with new, i unplugged DVD ROM, i replaced both RAM chips, i tried with a new CPU ( i7 ).

Temperature is high as i can sense it !

I guess the problem is to graphic chip or motherboard.

It is the same problem like :

Below is the reference for the LED number 9 staying on.

No SODIMMs are installed Install supported memory modules.
If memory is already present, reseat the module(s) one at time in each slot.
Try known good memory from another computer or replace the memory.
Replace the system board.

or is also the following.

Memory is detected but has errors Reseat the memory.
If two modules are installed remove one and test. Try the other module in the same slot and test. Test the other slot with both modules.
Replace the memory
Replace the system board.

thank you for suggestions,

but i have tried everyhting around memory problems.

I will replace the system board
