Dell mini10v System Restore Help..

My laptop doesn't have a cd drive and my external cd drive just bit the dust. I want to do a system restore. Is this possible without a cd drive?

I chatted with a Dell tech, and that person told me to tap Ctrl and F11 2 or 3 times after restarting by system. I know to look for the blue bar at the top of the screen as the signal to tap the Ctrl and F11 keys..however I never get that screen. My computer goes from the screen with the F2 and F12 Settings and Bootup Options respectively in the lower right hand corner of the screen, to the screen where Windows is starting up. So, The Ctrl F11 combo does not work to get into the menu to restore.

Any help? Suggestions? Thank you.
