Thank you very much for that, but I have already contact the owner but he said he is only an importer and that he cannot know the orignal owner of the computer,
but i hope you guys can help me find a solution to the problem.
also you can try going to support.dell.com and under Browse By Category on the left go to warrenty infomations then once the page open go to ownership transfer that may be able to help you out if the ownership is transfer even if you have to wait the 15 days i order system off of ebay and waited it out and had system transfer over so it a possible that it may work for you as well.

You need to have the registered owner contact Dell.

Call the Dell out of warranty support number -- upon verification of ownership they'll assist you.
