Welcome to the Community. The touchpad is under start, control panel, mouse, and you should get Dell Touchpad, click on the touchpad image, and click on device select, and you have an option to disable the touchpad. If you use a USB mouse on this laptop, then you have a option to disable touchpad when a USB mouse is connected.
If you do not find Dell Touchpad under mouse, then I guess your missing the touchpad drivers. Use the below link to install it, select your operating system before downloading, the Dell touchpad driver is under mouse and keyboard.
