Driver for Base System Device not installing on XPS M1330

Last year I reinstalled my laptop with Windows Vista Business 32BIT SP1 and then upgraded to the 32BIT version of Windows 7 Professional through a package offered by my college.

I recently had my laptop's internal hard drive reinstalled. The OIT on campus took care of the reinstallation of the HD and when I got it back my laptop was outfitted with what I presume at the time was the same version of Windows Vista along with a few pieces of software thrown in there. I reinstalled Windows 7 again, thinking there would be no issues.

Now there are problems that I didn't have before. I recently had my laptop upgrade its version of DirectX to 11 but the system doesn't recognize it, which leads to a few graphical problems. Most of which involving my copy of Media Player Classic which gives me the error message:

"CreateDevice failed

DX9AllocatorPresenter failed

D3DERR_NOT_AVAILABLE "

Along with that, my Action Center tells me that my laptop doesn't have the two drivers needed for the Base System Device, yet when I try to install them I get the following message.

C:\Users\Username\Downloads\Ricoh_R5C833_A00_R240788.exe is not a valid Win32 application.

C:\Users\Username\Downloads\R243820 is not a valid Win32 application.

The technical support at Dell told me that to treat this I would have to pay a minimum of around $130 to have this looked and fixed at by a Dell Technician. Problem being that would most likely involve having to reinstall Windows Vista all over again. The W7 CD offered by my school has two boots to it, one for an initial installation and one for a backup installation. At this point I've used up both installations so if this happens, I'll have to spend even more money upgrading to Windows 7 all over again since the school has a single purchase policy.

Is there anyone out there who thinks they can help me resolve this issue so I don't have to spend much or any money at all? I'm a college student and right now my hands are a little tied right now when it comes to my finances.
