Welcome to the Community. Safe Mode is meant for troubleshooting so the basic drivers are installed, hence audio is disabled. You should not be using your computer in Safe Mode in the first place, unless your troubleshooting on the OS. Let us know if you are having issues logging on to Normal Mode.
I was able to do a search on Google, and it came up with a few Youtube videos on how you can enable sound in Safe Mode. You can also check the below link, but I do not recommend it.
