Once you get the system to start, download the Intel Drivers and the other video drivers and save them to your desktop.
Restart the computer, tap F8 and enter in the safe mode.
Go to control panel and uninstall the Intel Video drivers and the other video drivers.
Install the Intel Drivers first, then the other drivers.
Restart the computer and see if it starts properly. Once it starts properly, you can restart and enter the BIOS and disable Legacy boot and enable secure boot or you can leave it with Legacy boot.

I am having a similar problem with a Dell Inspiron 17R (5720)
on top of that it will not boot external media, i get an error message telling me that i do not have permissions

If you're under warranty, Contact Dell Technical Support
Restart the computer and press F2 and enter the BIOS. Disable Secure boot, enable Legacy boot. Save and exit.
Does the computer start?
If not, restart the computer and tap F8 and enter in the safe mode.
