Do you see these lines every time you turn on the system? Is there any physical damage / liquid spillage on the system? Does the system overheat?
As the HDMI is working fine, I would suspect the LCD at this point, as the graphics card seems to be functional.
Run the LCD bist - Turn off the system and press and hold the "D" key + power button to turn on the system and it should run the LCD built in self test - see this link for more info - http://dell.to/1SkXNrG
Download the service manual - http://dell.to/1Uzd88M and reseat the LCD cable and check.
If not, the LCD cable and the LCD assembly needs to be replaced.
