If the error reoccurs, then the HDD has probably failed and needs to be replaced.

Or you could order the HDD online through other vendors if required.
Personally, I would suggest you to install an SSD on the system, as the rate of failure of an SSD is very low compared to a standard HDD.
You could then download and install the OS media from here - http://dell.to/1Rd3bvj - the image will be available depending on the service tag. If the media is unavailable, then you would need to order the media from Dell or install a retail copy of the OS.
