The BIOS Boot Sequence probably has Windows Boot Manager/IPV4/IPV6. First, suspend bitlocker in Windows. If you are using UFEI; boot to the BIOS, open Boot Sequence, Click "Add Boot Device/Option", Enter a name in Boot Option name (Hard drive), Click the ... button, Click EFI, Click Microsoft, Click Boot, Click Bootmfgw.efi, click OK. Now Move (Hard Drive) to the top of the list, apply and exit. Boot to Win10 and verify Bitlocker is now ON. Reboot and test the USB keyboard.
