Flashes 9 times and will not Boot

I am working on a Dell Inspiron 1200 and if you hit the power button it will not boot up.  All Four LED Lights come on at first (No activity from the laptop at all at this point), then they go off.  If I press and hold the power button same thing happens, then the first HD light will stay lit, and the others will go off and the third lite (Caps Lock indicator) will flash nine times.  No beeps or anything. 
 
I have tried the normal things to start trouble shooting the system.  Removed the battery and tried it with just the A/C.  Removed the A/C and tried only the battery.  Replaced the memory.  Removed all components one by one with the same response.
 
ANYONE???  HELP!!!  Thanks!

You have a faulty system board.

I worked on an Inspiron 630m, Power up and the Numlock or "[9]" led would blink 9 times then shut off no beeps or video.  I found my problem solved by removing the memory located underneath the keyboard and leaving the RAM underneath the laptop bottom.  I actually swapped out the two modules and the laptop worked, and it wasn't a misplaced ram module as I put the orignals back and got the same blinking lights.  Anyway, its clearly a hardware failure. Still waiting on someone to invent a device that plugs into a port maybe USB, that can test all hardware on another computer or device ;)
