Getting bluetooth speakers to work

I have a Nyne nb-200 bluetooth speaker. I originally paired it with my laptop (Windows 8.1) and it worked fine. However each time I turn off the speaker and computer and then restart it no longer works. When I check the bluetooth devices on my laptop it says it is paired. However, I can find no way to choose to use this speaker. 

The only way I seem to be able to get it to work is to unistall and reinstall each time I want to use the speaker. Is there a simpler way to use the speaker when it is clearly already paired with the computer?
