I am having a huge problem with this as well.  The same glitch has also disabled my LAN card on Inspiron 1150.  I had to burn a DOS CD and use the ASSET utility to reinstall the service tag.  I got everything working, then two or three power-ups later..same problem!
 
My BIOS is completely unstable, forgetting settings, etc...  Some part of XP (LAN driver???) is mistakenly flashing the BIOS I think.  Any help would be greatly appreciated!

Almost forgot...
 
On my system, the hardware password is reset to <>
 
Just hit the ENTER key.
 
The BIOS documentation says the null password disables the security.  Could be the old \c\l problem.
 
Maybe you will get lucky like me

If you are losing BIOS Settings, you probably need a new CMOS battery
