Help with BIOS update

In the following link, there are instructions to update a BIOS if your computer is bricked:

In the instructions it says download the needed Dell BIOS and extract it.  And then it says go to the place where the file is extracted to and rename the .ROM file to BIOS.WPH.

But where is the .ROM file.  I can't find it.  I tried looking at the directory where the file was extracted to but only see another .exe file.
