How do I re-enable system restore for my hard drive

I'm currently running Windows 8.1 and I cannot seem to re-enable system restore for my F: drive. The reason I disabled it at first was because I thought I needed to disable in order to prevent my computer from blocking a program I downloaded. Unfortunately it will not let me re-enable it. Is this a bad thing? Will having system restore disabled damage my laptop? Thank you for your time.
