I've got the Dell (Alps) Touchpad utility v 7.1.101.6 loaded. You should see the little touchpad in the system tray. In order to disable the touchpad, you need an external mouse. That's always a handy thing to have with a laptop anyway.
Right-click on the icon and select Touchpad Properties.
Click on the Device Select / Button Settings
At the bottom, check the box "Disable Touchpad / Pointing stick when external USB mouse is present.
Click OK
When you have the USB mouse plugged in, it should disable the touchpad.
