How do I upgrade the intel hd 520 to the lastest drivers.

I have xps 13 9350 which has intel hd 520.

I wanted the lastest drivers but the drivers provided from dell are laggy behind.

I tried downloading the drivers from the intel website but it is not letting me install it. It says 

"An error will pop up sayin the driver being installed is not validated for this computer. please obtain the appropriate driver form the computer manufacturer." 

The driver version i am trying to install is 15.46.05.4771 which came out in 8/23/2017 and I have checked that the processor and the 520 is in the driver's supported list.

If the drivers from Intel are not working, then you can't.  OEM's can tweak drivers to work with their machines and the Intel drivers are just generic, so if Dell tweaked something they will not work.

feelsbadman.......... so dell has to update the drivers.

how is their track record. do they update it regularly or not?

They only update drivers if there is an actual problem like security issues or performance issues across multiple devices of the same model.

It worked and I got the latest driver installed :D.

There is one issue with the drivers from the Intel site. At least on Inspiron 7567 - the display is garbled after awaking from sleep mode. Only restart fixes it. I decided to revert back to Dell's driver for now.
