The problem was that the Dell Quickset application wasn't installed, I had to install it to make this function work. It work now exactly as you mentioned.
I mined battery properties in the device manager and power options and found nothing useful, is there a software that must be installed to use this button ?

If you hit F3 it will bring up the battery health meter. If you click on the battery life tab you can check “disable battery charging”.

Then there is no other way to disable the battery under Windows or Linux instead of detaching it?
