Inspiron 11-3152 camera not working

As stated I have an Inspiron 11-3152. I rarely use the webcam, so I don't know when it quit, but it did. I verified that the camera app, and skype, etc. were allowed to use the camera. Device manager just shows "USB Video Device" under imaging devices. Properties show Microsoft as the manufacturer, although nothing on the description of hardware for this laptop shows what kind it is. I have uninstalled it from Device Manager and scanned for hardware changes. It shows something there, but nothing actually works. I also get this message on the events tab of the device properties, "Device USB\VID_1BCF&PID_28AA&MI_00\6&c688959&0&0000 requires further installation." Not sure if there is any way to determine if it is a software or hardware issue beyond this point. Please help.

First try and see if your camera is working at all.  http://dell.to/2w24OwM

In Windows 10 you have a tile that will let you take pictures with the onboard camera.  If that's not working try one of these programs:

If the camera works in those, then the webcam hardware is functional. That would point the to something else like skype itself as the issue.
