Inspiron 1464 Motherboard

Hi, I'm new to the blogs and a semi-novice with computers so expert advice would be greatly appreciated.  The problem:  1464 purchased in China stopped powering up.  I determined motherboard was defective.  The MB type is DA0UM3MB8E0 REV E REV A00 PWB 5X2FJ  CN-QPRP72  

I found a similar MB with same numbers except CN-0953PN.  I installed it and the computer powered up, but I had to completely reinstall the Win7 Home Premium OS.  A couple of problems were immediately apparent.  The computer is extremely slow and the battery will not charge above 0%, even though it shows batt is charging on icon.

Question:  I checked the BIOS and only time/date and some advanced settings are changeable.  The hardware profile is fixed, however.  I do not know what the BIOS in the dead MB showed for installed hardware.  Anyway to determine if BIOS settings are ok, or a way to flash it so it matches my computer?

Question:  I checked the terminal voltages for batt on MB with a digital multimeter and the voltage on the 4 end terminals was around 3 VDC, which seems way too low for an 11V battery.  Any specifications on what the voltages should be and how to determine if battery needs replacement.  The computer was purchased in 2010 and I don't want to put too much money in it.
