Inspiron 15 3521 HDMI Output
I have Inspiron 15 3521, is the HDMI output enabled on this model? When connecting via HDMI-VGA converter cable to a flatscreen monitor, I get nothing. Can anyone assist with this?

Are you using just a cable, or a converter? If it's just a cable, that's not going to work - HDMI is digital; VGA is analog. You need a converter box - not just a cable.
