Inspiron 1720 black screen
When starting my computer, it starts up windows 7 then goes into a black screen. Everything works in safe mode, so the screen still works. I tried to restore the OS but that didn't work. I can't figure out how to restore to factory settings - all of the instructions that I am finding do not match my system. I was orinigally vista but switched to Win7. My vista reinstall CD is not working and I can only find an upgrade disk for Win7 Any ideas?

Hi Bowyer4,
Since you have mentioned that system is working only in safe mode, this problem would have occurred may be with the video card driver or video card. To fix this issue please uninstall the video driver from safe mode and then re-install the updated video driver in your computer. After updating the latest driver and still same problem occurs, please run the PSA hardware diagnostics to check if the hardware is working as designed. Please follow the steps below.
Turn the computer off >restart the computer
At the Dell logo screen, start tapping the F12 key a few times until you see the ‘One Time Boot Menu’ appear.
At the one time boot menu, press the down arrow key to highlight ‘Diagnostic’, and then press Enter to begin the PSA diagnostics.
If the test fails, please make a note of any error codes listed. You can also refer to the link below.

Since you have mentioned that you have windows 7 upgrade disk you need to install windows vista first and then you can use the windows 7 upgrade disk and install the windows 7. Since the vista disk is not working you can contact Dell and purchase the vista disk for a nominal price.
Please do reply for further assistance.
