If the new battery is not from Dell (i.e., is third party) that may be the problem. Third party batteries can be problematic.
If it is a Dell OEM battery, and it's not charging, try a new Dell adapter first - if that doesn't solve the problem, you're in for an expensive mainboard repair or replacement that simply isn't worth the cost on a system this old.
MY son bought a Dell lap top 4-5 yrs. ago, the battery crapped out. It will work, but only if plugged in. It is an inspiron. Can you send him a replace battery?
I don't have all the details RE: MAKE, MODEL, S/N etc.,available.
