Is this the thermal compound?

My E7440 is overheating, so I opened it to clean up the heat sink/fan assembly but I found out that this was stitched to the CPU (?) with some gray paste. Yes, I can put the sink back in place with the four screws, but I don't like it, I think the proper way to do this once the heat sink is removed is to also remove and replace the grayish paste with new one.

Is that gray paste what is known as thermal compound?

Should I just follow the instructions here? (It's the PDF that matches my i3 CPU)

EDIT: It's a unit refurbished by GENCO, about 1 year old.

Yes, that is the remainder of the heatsink pad.

You can replace it with a thin layer of heatsink compound on top of just the heat slug (the rectangular portion atop the CPU die).
