The inspiron 15r SE was tested with maximum memory of 8GB and the latest BIOS version available is A09. Please let us know which Dell program gives you information that this system supports 16 gigs of memory? This system supports maximum memory of 8 GB irrespective of BIOS version.
The Dell supplied program called dell support center shows the maximum supported memory is 16GB RAM. I have checked into the computer and other support sites tell me it will work.
My biggest issue is the fact that A06 is not shown as a previous version of A09.
Why is this the case? Why is information or download of BIOS version A06 practically non-existant.

From the information I have gathered a BIOS can in fact be configured to Limit the maximum memory allowed by a manufacturer or advanced computer technician/programmer. A BIOS may also be configured to be irreversible unless the manufacturer updates the BIOS. EX: I would be unable to flash the BIOS to a previous version.
There are those who've reported using 16 G in this system - Dell hasn't tested it so no one will guarantee it.
Note: if you have a setup with a 32G caching solid state mSATA drive, you'll need a larger mSATA drive to continue using the cache if you do upgrade the RAM past 8 G.

Why can I not find information or the download for A06 version BIOS?

What exact model do you have? 15R-SE refers to many models - 5520, 5521, 7520, etc.?
On the BIOS screen (F2 at powerup) you'll see the model number.

Inspiron 7520 is the model. HM77 chipset with i7-3632QM.
