Laptop power supply voltage
the brick says 19.5Vdc, actual output is only 17.8-18.0Vdc, haven't measured current yet. The laptop won't charge with this adapter, but will with an identical unit borrowed from a friend. Is the limited voltage output the reason?

Welcome to Dell community forum
I do not think it could be the reason as an identical adapter is working fine. Did you try using this adapter on another computer?
