Laptop stuck in infinite startup repair loop

Please help! My windows vista laptop had a virus, so I decided to do a full system restore. But now it's stuck in a continuous startup repair loop. I dont know much about computers, so if anyone could guide me through the process of fixing it, I'd appreciate it!

Start pressing F12 immediately after powering on.  You need to get into the diagnostics before Windows begins loading.

First: boot to the Dell diagnostics (F12 at powerup) and run an extended hard drive test.

I clicked it and it just sent it to startup repair again

No, diagnostics.

I did, it brings up these options:
Internal HDD
USB Storage Device
CD/DVD/CD-RW Drive
Onboard NIC
BIOS Setup
Diagnostics

I'm assuming I click Internal HDD?

No Events found!
