Memory Available Less Than Memory Installed

I replaced the 1 GB of RAM that came with my Inspiron E1405 with 2 sticks of 2 GB DDR800 each for a total of 4 GB. In the BIOS (not the OS), the memory information page lists the Memory Installed as 4096 MB and the Memory Available as 3319 MB. I understand that the graphics card uses some of the the memory, but 700+ MB seems excessive. Also, I know that I need a 64-bit OS to address all 4 GB of RAM, but the numbers I posted are from the BIOS. Even if I install a 64-bit OS, I still can't use 4 GB since the BIOS does not expose all of the RAM to the operating systems. I also just updated the BIOS to the latest version available (A10). Any ideas or suggestions? Thanks.

Even with a 64-bit OS, you won't see all four gigs.  The chipset in that system is an Intel 945, which doesn't support memory remapping.  The oldest Intel mobile chipset that does is the 965 - you will never see all four gigs on this system and there's no way to change that fact.

32 bit os installed or 64 bit, to be clear?

32 bit will only see 3.1gigs of ram Period.

Thanks for the answer. I was looking for something like this to verify why I was seeing what I was seeing. Would you happen to know the maximum usable RAM limit? Would it just be the theoretical 32-bit max?
