And look for a folder with Rockstar Social Club or Securom
If you find one, look inside to see if there is an uninstaller. If there is try using it. If there is not, then see if clicking on the installer or setup file removes the program.
If you cannot find anything, then try deleting the folder. Once you restart the computer, the program should not function, since the folder was deleted.

Sam-B,
Try reading THIS THREAD. I was going to suggest something else, but see if that works first.

Sam-B,
Please bear with me.
Hit the Windows key and the R keys at the same time. Type
msconfig
Hit enter, click on startup. Look to see if the program is listed there. If it is, uncheck it.
Restart the computer and try tapping repeatedly F8. Enter in the safe mode.
Try to remove the program in the safe mode.

Ok I downloaded the Removal Tool, but now I can't extract the files. It says "Archive is either Unknown Format or Damaged".

Ok. I didn't find it in the "Startup" list. The only thing that I saw to unceck was the Rockstar Social Club.
I still tried to uninstall the program in safe mode but the same thing happens.

Sam-B,
Go to
C:\Program Files
and/or
C:\Program Files (x86)
And look for a folder with Rockstar Social Club or Securom
