Impossible to tell from that - if it came from Dell, it's genuine. If not, ask the seller.
If it cost less than $80-100 or so, it's not an OEM battery. Further, that date code (9C5) indicates it was made in 2009 -- meaning if it is genuine, it is not brand new.
