Interesting find. I'm on the E1505 and it is doing the same thing. I'd bet that dell only put the num lock key on for programs that used it to execute another function.
I searched a little and found this, not the same model but looks similar:

If you want it so that the numpad keys work as numbers when numlock is on, there's a setting in the BIOS that allows you to set it to function in that manner.
Restart your computer, press F2 on when it says to on the Dell screen you see when the machine first comes on. I don't remember off hand where the option is in the BIOS, you'll have to find it yourself, but it shouldn't be too hard.
