Power Supply Fan not Working

Hi,

I own a dell Latitude 810 for which i am having a very unusual problem...

I can use the Laptop without any problems on battery but when i connect the Power Supply the Screen fades and is unreadable.. then i found out that the fans are not working at all (there are 2 fans both of which are dead)..

Is there anything i can do as a novice or does this need a experienced repair technician...

Are there any fuses or reset buttons for the power supply..

What is the repair that i am looking at and how much expense could that be?..
