It appears that the 15R can be ordered with an optional touch screen. Did you order that?  As long as your laptop is new, I would suggest calling Tech Support with your question so they can check your account info and advise you regarding that.
In order to protect your privacy, please edit to remove your Service Tag number from your post above.

But when place order via website, i see nowhere to put a note that I prefer a touch screen. only see inspiron 15R touch, price then check-out! hmmmm.
