Ram upgrade: Is PC2700 backwards compatible with PC2100?

I have searched the entire board on this subject and have only found conflicting information.
 
However, a broad search of other tech boards indicates that this is possible, with a few exceptions...What are those exceptions, I ask?
 
I have an Inspiron 2650 1.7 ghz and a miserable 128mb of RAM.  My situation is that I am currently overseas and cannot get my hands on any PC2100 RAM.
 
I have found Kingston, 256mb, 200 pin, SODIMM DDR, PC2700
 
Can I use this RAM and expect it to work?  Some talk of "overclocking", but also say that the mobo will operate based upon the slowest link....Thoughts?   Thanks.

Rick, Thanks for the quick response.  Actually, I have checked with Crucial.

I am in one of those countries, that Crucial will not accept a credit card transaction from. A wire transfer is possible, but then I must concern myself with Duty issues and the actual arrival of the merchandise. Even Fedex is dicey here....

I have found an authorized distributor for Kingston products (from the Kingston site). They do not supply the PC2100 to this country. It's 2700 an up.

So, back to the original Question. Can I use the PC2700?

Actually, you can quite easily get your hands on the proper memory, and overclocking is not possible.

So, back to the original Question. Can I use the PC2700?

Maybe, maybe not.  If the memory clocks down it may work.  If it doesn't clock down, it won't work.
