You will need to place a call to Dell support. If the system is under warranty, they'll send you the recovery media on a flash drive. If the system is out of warranty, you will need to purchase the recovery media (there is a charge for media for systems that are out of warranty).
I assume this is a Windows 7 Operating System and you have tried to use the non-functional Microsoft Software Recovery Tool which Microsoft made to deliberately block Dell OEM licenses.
You should have posted here before attempting to install Windows 8.1 or 10 and we would have instructed in the creation of media using the latest version of Dell Backup and Recovery.
Also purchasing Windows 8.1 at this moment to upgrade a Windows 7 system is a complete waste of money as they are both going to be eligible for a free upgrade to Windows 10 in late summer. Its not economic to pay for the new license for only a few months use.

The laptop was given to me, so by "I" recently installed Windows 8, I really meant that the previous owner installed it.
