Connect you laptop to an external monitor. Boot it up and see if the red line appears on the external monitor. If the red line appears on the external monitor then it is an issue with your graphics card. Reinstall the video drivers. If the red line only appears on the LCD then your LCD is going out and will need to be replaced.

You can either live with it or replace the screen; it cannot be repaired.
Since the 9300 is built for Dell by the largest manufacturer of notebooks in the world, and since that manufacturer builds for not only Dell, but HP/Compaq, Sony, Toshiba, Apple, and others, and further since it buys panels from the same pool of vendors all other makers do, you're statistically no more or less likely to have seen the failure than you would have with another vendor's system.
20% of all notebooks have major failures within 3 years - which is why you should NEVER buy a notebook with less than a 3-year warranty.
What model # screen do you have? Several other 9300 owners have very recently found themselves in the same spot as you. I personally think that there was a batch of bum screens and that if enough numbers can be matched...well, who knows. To find out what you have, log in to the dell site, enter your express service code, and then click on the Original System Configuration link.
You are not alone, search in the inspiron video forums for lots of other examples of "line" and "screen" or "lcd". Also take a look at this link:

What i found out in dell is the following:
J9662 LIQUID CRYSTAL DISPLAY, 17, Wide Ultra Extended Graphics Array, GLARE WIDE VIEWING ANGLE, LENGTH/LONG
