Remap function key and change auto rotate time?

Question

I have an dell inspiron 13 7347 laptop.  I found myself hitting the FN function key all the time when I need the CTRL control key.  Is there a way to remap the FN and CTRL keys?   When I flip the screen to a tablet format, it often takes 5 seconds for the screen to auto rotate to the right orientation.  Is there a way to reduce the time required?

Thanks for the reply. I checked out the key remapping software, but they don't seem to recognize the FN function key. Is there a trick so the FN key appear on those software?

I also checked out the rotation issue on the link above. But it appears to be for rotation not working at all. In my case the screen does rotate but its slow (5 second wait). Any other suggestions?
