Resetting

I want to reset my laptop to factory settings. Laptop is Inspiron 5999

Thank you. The problem I have is that my task bar and task manager are not responding. So I cannot get At the desktop, click the Search the web and Windows box and type "reset".

Hold the shift key through restarting the system to see if you can get into troubleshooting mode (the one that used to be called "Safe" Mode).

If you cannot, you'll need the set of recovery media you hopefully made when you received the system.  If you did not prepare that ahead of time, check the downloads section for your system model to see if Dell has an ISO you can download -- you'll need to write it to a blank flash drive using Rufus or a similar utility and then boot the system from that recovery media to do the software reset.

Is there no way, I can download from d drive via windows explorer or control panel? I can access both.

No -- you'll need to use a browser (use another system if necessary).
