Although a long shot, I'm assuming you are using a 'passive' mini-DisplayPort to DVI converter to connect monitor #1. If you connect monitor #1 with a mini-DisplayPort to DisplayPort cable (the specs indicate it has a DP port -> www.dell.com/.../pd) to rule out the passive conversion as a limiting factor, does that help?
rboerner - I appears that I am running into a max resolution issue over the type C. Its unfortunate. I like the higher res that the 5510 has to offer, but losing a 3rd monitor hurts. Thanks for your help

Looking at the resolution support table here -> www.dell.com/.../dell-dock-wd15--usb-type-c---information--capability-and-specifications it may be that you are running into a hardware limitation.
