SpeedStep doesn't work in Windows XP SP2 with a Intel T7500

Hi there.
 
I have a problem with my XPS M1330. I installed Win XP x64 SP2 and the CPUs are always at maximum frecuency, never down.
 
I've tried to change of power profile, I tested with all power profiles, plugged and unplugged... but CPUs frecuency are 2.20 GHz always, although battery is at 10% and unplugged
 
I have the lastest Windows updates from Microsoft.
 
What could be the problem? I'm very worried about this issue.

SpeedStep is enabled in the BIOS and I cheked with a Intel application that is true.

I'm interested in this too. I have a D830 T7500 with XP SP2 installed and I see the same thing you do. I have never seen the cpu at any less than full clock speed in any utility I have tried. I'm not too worried about running fast all the time but it would be nice to see a slower clock speed once to know that it works and it is running at full speed.

any update on this? I have a m1330 with XP (full patches) and cannot get speedstep to work.

UPDATE: I found a utility that enables Speedstep and also allows fine control over it: http://www.diefer.de/speedswitchxp/

I'm worried about this, I wrote to the technical service and nobody replies me.
 
I'm thinking in return back the laptop to Dell because this isn't a trivial issue.

I just checked again using I8Kfangui and it appears to sense the true current cpu speed if you click on "show sysinfo" in the top right of the window. The cpu speed box on the main window appears to always show the maximum processor speed. The sysinfo window has shown me 1200, 1600, and now with a busy vmware session running it shows 2200Mhz.

This is enough proof for me that some form of processor speed control is working on my laptop.
