This is to inform you that this kind of issue might occur because of an corrupt user profile. If your system is booting up, try going into control panel, user accounts, create a new user account with admin rights then restart your system and log into the new user account to see if this issue is still happening. If the issue doesn't occur then you can use this newly created account and delete the other account.
If this doesn't resolve the issue,please reply with the name of the operating system that you are using.
