Those are 2 different things. Sticky keys are in the Accessibility part of Control Panel for impaired users, while shortcut keys are part of Windows. Windows Help has explanations for both. Neither one of these is Dell's. This article might help: Click Here You should turn off Sticky Keys in Cntl Panel. Ease of Access, Make your keyboard easier to use. The really annoying Narrator is also there and can be turned off.
