Streaming Video Stops, Slows Down and Gets Choppy

Please help!   Last Post was deleted by mod. I am sorry if I broke the TOS but I am not sure what area of TOS I violated it said I was spamming.  I assure you I am not spamming but trying to get a fix to this problem that has gone on for the last couple of weeks now. If there is anything in this post that violates TOS please feel free to amend it so it doesn't I am just trying to get help!  Again, I apologize mods. I have a Dell XPS M1530 Vista Home Premium SP2 32 bit. ACPI x86 Due Core T9300 @ 2.5Ghz, 320GB 7200 RPM WD HD, 4GB memory, Nvidia Geforce 8600M Gt videocard. I am using a wireless router on broadband. I am using Internet Explorer 9.  My just tested download speed download speed is 20.04 mbps andupload speed was 4.99 mbps. Last month I reinstalled the operating system and drivers Not sure but I believe the streaming video isssues started after updating to IE9. Ok, here is the problem: Streaming video will sometimes freeze, stutter, slow down or buffer . The video will especially slow down, or stop when I move the MOUSE from my Dell Touchpad! Have tried uninstalling IE 9 and the same things happens with IE 7. Reinstalled IE 9. Have tried disabling many add ons Checking CPU and Memory under resources while playing streaming videos/ Processes 66 CPU % 8-36 Physical Memory 52% Any help with this matter will be greatfully appreciated.

Because I read that sometimes the NVidia site dirvers can create this issue I just used Driver Sweeper to remove the Nvidia drivers and then uninstalled the Nividia programs through control panel/uninstall programs.

I then updated the driver through the Device Manager Update Option driver installed is 8.17.12.6099.

Same issue...streaming videos slow down, stop when I move my mouse around on the screen.... UGHHHH!!!! GRRRRRR!
