Hi,

Sometimes you need to restart the system a few times to get the timing right to hit F2.  You might want to keep trying, and when you are able (if you're able to) get into the System Setup and see if you can reset the BIOS to factory defaults.  Here is a link to the system support page for the Inspiron 3137, and you can find directions on how to reset the BIOS on those pages.  The support pages also have the user manuals for that model that you can review as well. Here is the user guide for the Inspiron 3137, and on page 85 it explains some of the troubleshooting diagnostics you can use. 

Here is an article from Microsoft about enabling Secure Boot, which you may need to do to get your system running correctly again. 

Last question, do the numbers lock, scroll lock, and power button light up at all?  Is there a sequence to any flashing or solid lights on the system?  What about beeps?  When you try to start up the system do you hear any beeps coming out from the system?  The user guide shows what the various beep codes would indicate.
