Those temps are not unusual, as long as under load is a real load. My M1530 runs 50-65° normally and up to 80 or so under load. It's been the same for over 2 years. If you want to run lower, look into an external cooler pad. Do research, as many do not work well.

With a laptop, you should always monitor the temps and blow out the inside every so often, depending the use conditions. 

A big problem with high temps is improper installation (loose) of the heat sinks and improper application of the heat transfer media. No matter what you may hear, a faulty system board DOES NOT result in higher temps.

Thanks Kirk.

To test the CPU I ran BOINC so I am certain the load was real. I think I am going to try Zalman's NC-1000 pad as I've seen it had good reviews. I am slightly tempted to take a screwdriver and poke around a bit, but I don't want to void my warranty.

I wouldn't worry, you are fine on the temps. Some Dell laptops have the fan and cooling system accessible under a cover on the bottom of the machine, so you can look inside and do a better job of cleaning when necessary without really going inside.
