I'm having a similar but not identical problem. I also have an 8100 with the same ATI card that I want to use for the same thing but I can't even seem to get the DVD to play back on the TV using the supplied dongle and the RCA cables. I do not have S-video either on my TV's and would also like to be able to view DVD's while on the road on hotel TV's.
If anyone has some insight into tis issue please reply.
Thanks!

So it appears that bottom line on this is that RF modulators don't work with Dell laptops. Too bad - most hotel tvs are cheapos that onle have coax inputs, not S-video or component video. I really wanted to be able to playback dvds through a tv while on the road - a laptop just doesn't work for more than one viewer.

Make sure the little circle is on the TV and not the LCD for video to play. You can't have video on both however.
Also my I4000 does not work when connected to an RF modulator either.

I'm also having the same problem with my Latitude D600 laptop... everything works ok until I hook it up to the RF Modulator...
Has anyone figured out a way around the RF Modulator 'restriction' with Dell laptops?
Thanks!
