USB 2.0 not running at high speed

I hope there is still someone around who even remembers my old laptop.  I have a 10 year old Inspiron 8100.  I am "almost" certain that, when I bought it for my daughter, it was advertised as having two USB 2.0 high speed ports.  I doubt if she ever connected anything to it but if she did she probably wouldn't have paid any attention to the diagnostic box that pops up.  In fact, I'm not sure if it has always given this error -- it didn't originally come with XP Pro.

Whenever I attach any USB device XP Pro sp3 gives me a little diagnostic box telling me that the device will run faster if I connect it to a high speed port and that if I click on the balloon it will search for a high speed port.  When I click on the ballon it comes back and tells me that it didn't find any high speed controllers.  The ports work fine, just at slow speed.

Am I wrong?  Did this laptop never have the high speed USB ports or have I somehow gotten the wrong configuration, or the wrong driver installed?  If so, can anyone point me in the right direction for getting it corrected?

Btw, I have tried setting the BIOS to Legacy support enabled and disabled and it made no difference.  The Dell Support Disgnostic utility identifies the USB controller as:

Port Intel(r) 82801 BA/BAM USB Universal Host Controller - 2442

Will appreciate whatever info and help I can get.

The 8100 does NOT have a USB2 Chipset.
