USB device not recognized

I have a dell inspiron 700m laptop running Win XP Pro SP2 with all the latest updates from MS and a07 bios from dell. i recently purchased a dell axim x51v after installing active sync 4.1 i noticed my USB mouse started behaving erratically. If i removed the active sync program from startin up automatically my Microsoft USB mouse would be detected fine on startup and would work fine.
     But now when i try to connect my sony cam it cannot detect it and i get a "USB device not recognized " error message. even my cruzer micro device gives the same error message.
  After restarting the system and nuemorous attempts to connect the device i can only get the mouse to work. none of the other devices work. even my razr now sometimes gets detected and sometimes not.
 What did active sync mess up so bad? any help.

try system restore. restore it to a date where you don't have a problem then reinstall the active sync again..

I reformatted my C drive and reinstalled win xp pro with sp2. Did not install any other software or drivers. Still my USB ports can sometimes recognise a device and sometimes not. If my device is recognised i get a message that a High speed device was connected to a non-hi speed port and then my usb flash drive will be inaccessible. My microsoft USB optical mouse works 90% of the time.

there are no conflicts under device-manager-->USB

Any ideas?
