Thanks for the post EJN63 but I already have sp1 and i used those drivers on my initial install. 

However I just figured it out: I did a search of the hardware id of the Universal Serial Bus controller and noticed that on the Dell 3540 the chipset is Intel 8 running on Interl i5 4th Gen processor. So I did a search for USB 3.0 drivers on Intel site and installed them successfully.

I followed the suggestion of the poster who suggested using the Intel site who wrote: " ... chipset is Intel 8 running on Intel i5 4th Gen processor. So I did a search for USB 3.0 drivers on Intel site ... First, make sure SP1 is installed.  You need that in place before you load the chipset driver, which has the USB support.

Hello LAPRE,

                I am also having the same problem. I tried your way and downloaded the driver software but on installing it says that my computer doesn't meet minimum requirements to install this software. Please help.
