Using 'compressed gas duster'?

Have just purchased a new Dell Inspiron 9400, and am concerned with the amount of lint that seems  to collect on the monitor. I have been using a lint-free wipe to remove it, but this only seems to push much of the lint toward the side of the monitor.
I have purchased Kensington's 'Duster ll' [a compressed gas duster], which I was told is the same as compressed air. Can this be used on the monitor?
Also, what about using it on the 'vents' located on each side and the back of the laptop, as well as the keyboard?
Doesn't using this compressed gas on the vents only push any dust that has accumulated there further into the laptop, and not out of it?
Lastly, is turning off the computer sufficient before using the compressed gas, or must it also be disconnected from the power source?
Am new to laptops, and really have no idea how to maintain it properly.
Would appreciate any advice re all the above.

To clean the screen, get two soft cloths (diaper or tshirt).  Lightly wet one, wipe screen in all directions, buff dry, repeat till clean.  Then wipe keyboard and case.
 
Yes, the computer should be off to use the duster.  I use a can of air no more often than once per 6 months, and the computer (600m) 18 hours a day.
